I believe it IS an OEM heatsink for some companies.
I see socket 775 and socket 1156, but no 1366. Does this mean that 775 coolers will be compatable with 1156?

Nope. The coolers I've seem before with S775 and S1156 support have had movable mounts. Those S1156 mounting holes should be further apart than S775, but closer than S1366. IMO this is just S1156/AM2/3 cooler, as it has one backplate with fixed holes.
At least it features screws...
