yep, what resolution you wish? 1080?
do you want dual or triple vga?
you need ssd or just platter based hdd?
and some return to your budget
for vga just average 250$ take 2 so its 500$ and it may higher depend on its type

why would he need dual or even triple video cards..... or even a SSD?
he said Medicore...
you need to specify a budget...
for a mid range system i would personaly build a Sandy bridge with either 2300 2500 or 2500k at most with a GTX560 / 560TI / 550 or 6950/6870.
1-2TB WD Blue, 1-2TB Samsung F3 or 1-2TB seagate
high quality 500-650watt PSU

ohh.. i forgot
.
.
and buy motherboard that support the latest features like usb 3.0, dual vga (you may not need them but it would work if you plan dual in the future)
just buy board with latest features although it may little bit expensive you could use it longer

future proof does not exist in pc land.
chances are it will be cheaper to buy when its needed.

Four questions to answer before we can give you a worthwhile answer:
1) Where are you (never heard of Hyderabad)? This will influence cost and where you order from.
2) What is your budget?
3) Are you likely to upgrade, or will this PC run until it gives up the ghost? This influences whether you go for expandability, or features right now.
4) What do you already have? People generally overlook budgetting an OS into their builds, and it can be a rather expensive component in any build.
Once these four questions are answered we can give you a decent build. Shot in the dark recommendation for low budget; i7 2500k, z68 based mobo, 64 bit OS, 4-16 GB ram, 600 watt PSU, an AMD graphics card (cheaper than Nvidea for low-mid range cards), and a case/HDD/Optical drive to taste.

A list of stuff you can get (an idea) for either AMD or Intel...
Applies to both AMD and Intel
Graphics - Nvidia GTX460 (try to get the non-SE one because they run better) or AMD HD6970 (heard it's good)
Memory - Depending on how much you will spend, but any 2x2GB kits should be enough (Kingston is pretty good and cheap)
PSU - if you're going to play games with two cards (correct me if I'm wrong but more than two cards is usually for insane gamers) then get 750-850W Corsair/Antec/Seasonic because they are most reliable. Otherwise an 80-plus rating of those brands of at least 550-600W.
Applies to one only
CPU: Core-i5 2300/2400 (Intel), Athlon II X4 640/Phenom II X4 840 (AMD)
Motherboard: any P67 for Intel and any AM3 socket board for AMD with four DDR3 slots (if you want to play games with two cards then get a board that can use SLI or CrossfireX depending on which card you're getting)

Well, in general you can even play games with integrated graphics on motherboard but it really depends on which games you play. If you want to play flash games you don't even need to spend money on graphics card, but if you play shooters you should.
In any case you should get at least 4GB (or even more) ram for video transcoding (especially Windows computer). With a decent processor and plenty of space to store your work.
