I had this, is it saying your not connected to the net?
Only way I found to fix it was by deleting this file in the steam directory:
clientregistry.blob
Then restart steam, it will ask for your login details again and hey presto! :D

I had the same problem. Take a look at the steam forum post I made.
Read about deleting that file before you do.

I never had a problem with any of that.
Just a few settings change according to that. just make sure your games are still set to auto up date.

there is a second link in that thread where the guys at STEAM say not to delete the .blog, but rather the steam.dll. Eliminating the .blog may lead to later issues as stated from the steam rep!

For those too ignorant to read the 2nd Link here is what the guys from Steam have to say....
You should always try just deleting Steam.dll and letting Steam then update all your binaries instead of deleting the blob. What happens when you delete the blob is that Steam then self-updates (which is what actually fixes most problems), but you also lose any setting that was saved in the blob as well as any ownership data that had been cached off for offline mode, etc. As one example you lose the state setting for whether or not games should keep themselves up-to-date and any already installed game gets reset to not keeping up-to-date (which isn't what you'd expect). Don't go deleting the blob files for no reason as it may just cause you more weirdness and problems down the line.
Read the bold part especially.....
