My 4870 was working today without any problems. I installed a new vga cooler on it, but when I power up my PC, it'll just shut don 4 seconds later, then start up and then shut down again, and it'll keep doing that. I went back to the stock cooler and I am getting the same issues.

I checked the cables and everything seems ok.

Anyone know why it's doing this? appreciate the help

your system is OCked?, some times an error could occur and the system will not boot up at all unless you load the safe/default options in the BIOS, if your board doesn't came with a SAFE boot up feature (like SAFE S series of my Gigabyte) then you must unplug the power cord of your PSU, press the power button in your rig to drain the capacitors and unplug the battery of your board to reset the CMOS, then your system will boot up with the factory settings.

Also UNPLUG any unnecesary devices, like USBs, I have an USB recorder pen drive that COMPLETELY lock my rig when the PC boot up, so the SAFE feature executes erasing my current OC, I dunno why It happens but I need to unplug that device in order the PC boot up normally.

Hope you can solve your problem.

Something is overheating on your card. Something that was being cooled properly with the stock cooler is not with whatever you put on it. My advice is to put the stock cooler back on.

He said, he have the same issues with the stock cooler...

Maybe a electrostatic schock kill your card, have you discharged yourself before mounting the new cooler ? ...

Check to make sure you've plugged the 2 6-pin PCIe power connectors properly. I forgot to do that... once.
