No he just tests them himself before selling, if he can get them stable a 4.2ghz then he'll state that and what volts it took.

People are idiots for buying such things considering even dud chips overclock pretty damn high.

I've bought several CPUs off eBay no problem, if the seller looks serious enough I don't see a problem with it.

Well... this may be a little stupid to ask... but, please bare with me.

Every time you buy computer parts, do they have these?

1.] Is the seller a certified retailer?
2.] Certificate from different vendors for selling their goods?
3.] If the parts are taken out of the box, does the person wear Anti-Static wristband before modifying the motherboard? Any safety measurement?
4.] Post tracking your delivery if the items got lost?
5.] Privacy policy from the vendors? Exclude Ebay policy!

If I buy off eBay or a craigslist equivalent:

1) Most certainly no
2) See 1
3) I don't know but I only buy from guys who I can tell they know their stuff. I don't buy things that are advertised with only one sentence.
4) Yes
5) No

And I still never had a problem buying GPUs, Mobos and CPUs off eBay or others. In fact I had more problems with "certified vendors".

If they're professional they would do, the person who owns this shop, whilst garish and horrible set out and over priced has a garantee listed on his ebay page, meaning anything but a cpu working to to the standards he stated would not be meeting the terms of sale and thus you would legally be required a refund. Ebay/paypal would help with this

4. Most people do

5. Depends on the seller.

P.S. But still, stay clear if the items are fake. I hate it... mostly GPU... especially stuff from China!
Also, everytime you buy from Ebay, you may want to ask the seller to give you more photos of the actual parts.

Like I said I'm very careful. I fancy detailed descriptions and good photos. I myself if I sell something spend a large amount of time doing the description and photos. And if any, the only foregin country I buy items from is Germany (I live in Switzerland), so China is out of the question anyway.

The baddest experience with a certified vendor was when I ordered an Accelero S1 GPU cooler, and they simply threw it in a huge package (a mid tower case would have had plenty of space) without any protection material whatsoever. I never buy from that shop again and I tell everyone who wants to buy from then to not do so.

WEll.. the stuff has to be static and sealed when delivered without dents! So, when the person picked it up, you can't hear it! Well... my department builds computer and design. The office is hugh!!! lol I got lost when I came in for an interview!
