bro's pc won't start

the bios won't come on but all the fans run. also the fans stay on full blast rather than slowing down and adjusting to the situation like they're supposed to. ive told my bro to try resetting cmos, try a different monitor, try a different graphics card and try generally reseating everything. none of that made a difference. theres also the wierd problem that when the 6-pin pci-e connerctor in the gpu the gpu fan doesn't run but if he takes it out it runs, which tells me its probably the psu but it could be the motherboard beause of the fan and bios thing.
also there are no beeps in the beggining so i can't use that to troubleshoot.

what could the problem be and how can it be fixed?

cpu: core 2 duo
mb: foxconn nforce 590i (oem dell version)
memory:2gb ddr2 667mhz
vga:ati hd4770
psu: 750w (something)
hd: 2* 250gb
od: dvd-r
sc: creative soundblaster audigy

theres no other addon cards. its a dell xps so the psu make whatever it may be can't be that bad.

try running it on a box. if it still wont post im banking on psu/mobo though processor might be a possability.

It might be the MFM controller card. Though it could be that he doesn't have one of those, no way for me to know.

i told my bro to do that but he did'nt want to take the motherboard out, so i just got him to see if the motherboards screws were touching the motherboards conductive bit or if there was any metal touching the motherboard and case, there was'nt. the insides are also pretty much dust free.

wat? he has a way to see if the contacts are touching the tray without taking it out? i need this skill please.

that might not be enough if a riser is loose.

i know but since he lives far away and im building him a new pc on the coming tuesday im just going to rench his old pc apart myself and properly check it out. also if there is something conductive between the mb and case then shouldnt anything connected to the mb not work? because the fans connected to the mb and the gpu fan (if he takes the pci-e connector OUT :wtf:

) still work just nothing comes up on the monitor and all fans stay on full blast.

fans are powered directly from the PSU, so they require nothing but the PSU to be turned on.

PSU can also be bad, since fans will run way out of spec in regards to voltage.

take all the ram out see if you get a beep most of the time if the boards dead it wont beep, most boards have a onboard speaker
