Which kind of strategy games? For me, chess will always have a special place in my heart because its so simple yet devillishly hard to beat a pro. Strategy at its finest IMHO, because there is no way you can fluke your way to a victory.

If you are talking about computer games, probably, Rome:Total War or Starcraft (2)

supreme commander and its expansion, forged alliance. giant maps, high unit limits. supcom2 seems too dumbed down for me. horrible graphics and not nearly as many units.

Add the Warhammer 40K Dawn of War 1 and 2 series for pure action and fun. 1 is more RTS, 2 is more action/rts...but I really enjoyed both.

I'd say there is no best, the Starcraft series is kickass, oldschool C&C, newer action/rts games can be a blast if executed correctly. World in Conflict is a very kickass game imho (and has a very solid demo to try). Hell if I had to choose an all-time favorite, it'd probably have to be the original C&C or Red Alert as those games hooked me on the RTS genre over a decade ago.

If you like 4X space games GalCiv II is a good one, and Masters of Orion II is a classic (MoO 3 was not received well by the hard core fans, but I liked it)
I also really liked the original Homeworld game. A little dated now but still looks pretty.

Another one to look into is Sins of a Solar Empire. There's like 3 expansions, tons to do in this space rts sim, the battles can be huge and epic, I've definitely wasted quite a few hours into this one. Got the whole collection on an Impulse sale months ago. Too bad this thread wasn't made last weekend when Age of Empires III was 10 cents. Best sub $1.00 game I've ever purchased!

And, there's definitely no "the best one", but there are many many great strategy games out there.
