It's ultimately your decision whether or not the IPhone 4 is right for you. It's hard for me to convince you to get something if i don't know what you would like to do with it.
From a power user standpoint, Android based phones are generally the sweet spot, though IOS does use a very sleek and simple UI with ''good enough'' functionally for most people on the phones. Though with the large base of Android phones you should definitely take a look in their direction for a moment, as you can really find a phone that suits your needs and possibly for a better price then the handful of devices that use IOS.
Don't want to make this into an Android vs IOS debate though, if you are really dead set on going with an IPhone 4, i say go for it, if it matches your needs and price then i don't see what anyone can convince you of. What is it exactly that you are unsure/unconvinced of that's preventing you from getting the phone?, because then we will be able to really get down to what's the right option for you.
