You can't transfer games to someone else's account, if that's what you're asking.

If you really trust them you could allow them to use your account in offline mode to play those titles. But yeah, can't get rid of games on your account, it's a bit of a bummer, but with the amount of money I have saved through their sales it doesn't bother me.

You can remove games from your steam account, just send pm to steam stating why. Though remember, you get no refund nor can you ever get the game back unless you pay for it again.
