Steam Mobile is in Beta, confirmed features include Community (I assume Friend List/Chat and Forum) and Store Front.
Currently it’s restricted to industry folks, such as news outlets.
You can sign up for the Beta through the App itself, all you need to do is attempt to sign into your Steam Account in the App.

Direct your phone's browser to http://store.steampowered.com/mobile and download the App from the web market.
My phone is a T-Mobile G1/HTC Dream running Android 1.6 and can confirm it is not supported for this device (I figured, lol)
Time for me to jump on that Galaxy S2 I've been drooling on!

Good luck, my friends and God bless.
