If your not going to overclock then no not really. But a better question would be this is what I want to do. And this is how much money I have to spend. What parts do i need

For example if your building a Home theater pc and just wan to watch netflicks, movies, blueray and some surfing then the difference between 1333 and 1600 is none. But if you want to build a high end gaming PC then its going to make a difference

Most of the time RAM choice comes down to aesthetics, reliability, Low profile heatsinks or not (many large aftermarket coolers may require you to use low profile RAM) and brand preference anymore. Speed with DDR3 isn't really much of an issue unless you're buying an AMD APU processor.

You won't see really that -much- of a difference between DDR3 RAM, although DDR3-1600mhz CAS 9 seems to be right now the sweet spot for price / performance.

If you're OCing and you're going to OC the RAM, these are getting great reviews all-around:

SAMSUNG 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600...
Then some other RAM to look at seeing as they're low profile and higher speed if you're not going to OC your RAM as well;
G.SKILL Ares Series 8GB (2 x 4GB) 240-Pin DDR3 SDR...

thx but i cant find these sets of ram in the shop im going to buy my stuff from but they do have 8GB Vengeance and 8GB HyperX kits,both at 1866MHz so which i better?

I'd say the Corsair Vengeance, although that is just my personal preference for the brand and aesthetics.
You won't see much difference between the two most likely.
