Im going to warn you right now. If the board youre trying to flash isnt specifically in a HP machine or by them for that matter. You risk Bricking the card and wont have a means of recovery or support by HP. Also good luck with recovery if it fails. best to leave it alone but ill give the solution.
If Possible id find a program to get a complete Bios Dump of your card before updating.

manually extract the .exe you downloaded using 7zip to see the entire contents of the file in a separate folder
Easiest would be to use WinFlash 32 or 64bit. Deal is depending on what OS you have use the one pertaining to the bit version (32=32bit 64=64bit).
Follow these directions off the HP site to update your board:
This package includes the following methods for updating the video BIOS:
- Use WinFlash32.exe or WinFlash64.exe to update the video BIOS directly in a Microsoft Windows XP, Microsoft Windows Vista, or Microsoft Windows 7 environment.
- Create a bootable CD.
- Create a bootable USB drive.
- Use HP System Software Manager (SSM) or HP Client Manager Software (HPCMS) to remotely update the video BIOS.
1. Download the file by clicking the "Download" or "Obtain Software" button and saving the file to a folder on your hard drive (make a note of the folder where the downloaded file is saved).
2. Double-click the downloaded file and follow the on-screen instructions to update the video BIOS.
3. Once the video BIOS update is complete, restart the workstation.
If you feel updating the bios will help anything good luck.
