Hello guys, for around the past year I have been troubleshooting with this card and I am beginning to think it may not be the card.
I get around 30-50 FPS in Planetside 2 while on all low settings.
From what I have researched, this is terrible. I should be getting 70-80.
I also have a tendency to get low FPS in all games, I don't know if the card is just not that good of a card? Or could something else be causing the issue.
Is there any possible way the CPU or motherboard could be the issue. I will have my specs pasted below, thank you guys!

Intel Core i7 CPU 870 @ 2.93GHz
16.0GB RAM
AMD Radeon HD 6950
1.5 TB HDD
750 Watt Corsair PSU

Also to save you time for suggesting what to do, I have already done the following:

- Re-install Drivers
- Downgrade Drivers
- Re-install Windows
- Swap RAM
- Clean Computer with Air
- Check all fans
- Check GPU temps (which are fine)
- Check PSU Watts (which are fine)

maybe it's throttling? Open CCC and look at the card temps. Idle should be around 40C.

Maybe you should apply a new coat of thermal paste to the heatsink. I suggest MX-2 or MX-4.

Well when I play games the card doesn't seem to get too hot and usually doesn't even go over 70.

Check your CPU usage when you play the game and see if one or more cores are maxed out while the GPU is not reading as 100% loaded. Could possibly indicate a CPU bottleneck. I'm guessing you may not be able to overclock it either with your Dell motherboard, am I right?

Yeah so I really do not know what the issue is. I am getting a new CPU and Motherboard for christmas, hopefully this will help!

I had an XFX HD6950 card that was stuck at 500 MHz in 3D(XFX was really shocked at this, gave instant RMA). make sure the card is clocking up right.

Did you ever resolve this? I get 50-70FPS, all high settings in Planetside 2 using the in-game (Alt + F) FPS meter (shows you if the CPU or GPU is bottlenecking too) with a 4.3GHz i7-3770K and 1GHz HD 7950. Most of my friends get somewhat crappy FPS in the game so I'm not sure if it is a software problem or their computers aren't great (some people were saying they were getting 2 FPS in some spots when my PC runs the game flawlessly).
