I need some help with serveral stuff
is there a power saving settings i can turn off 1 entire processor?
and is there a way i can force 3d gpu activation on modeling software
like valve hammer, 3ds max, blender,

If the software doesn't support it you can't do anything to force it. There are a few OpenCL based renderers out there but there aren't many.
If you're talking about using the GPU for viewports, then the only option is a FirePro/Quadro card, since the viewports are OpenGL based.
