I don't believe that black part is supposed to cool the memory. There isn't anything cooling the memory along the side of the GPU, so why cool the memory along the back? Also, most HD7800 cards I've seen don't have any cooling on the memory, and GDDR5 doesn't really need cooling either.
Even the higher end cards don't have cooling on the memory. GDDR5 just doesn't get that hot.
