why do you compare single a gpu card 7970 with a 690? or maybe you meant 7990.

Well if he isn't interested in SLi/Crossfire then that leaves but one option:

TITAN or bust. Multi-GPU solutions do not deliver 100% performance in every situation.

Why doesn't he want a better monitor? A titan for a 21" seems like a bad idea, or any of the options he gave you. 120Hz or not.

If he is willing to shell out 1k for a video card alone, I'd suggest the 7970 plus a better monitor.

But for a 21", he would be wasting money on anything over a 660ti/7950 for sure. The higher end cards really start showing their glory at higher resolutions, at much smaller resolutions, the gains are also much smaller. Have a chat with him about monitor selection and explain why he would be disappointed with a $1k video card on that 21"

Look at the games you play and see if crossfire works on them. If it does get the 7990 since it is faster in the vast majority. If they don't get the Titan since it just flat out works.

Am I the only one here that thinks the 7970 is plenty adequate for the mentioned setup and the rest are a bit overkill?

At that res the only thing the other cards will get you is a bit smoother gameplay in cases like Metro 2033 with the horrible DoF blur enabled.

The 16GB RAM is overkill too unless he's doing a lot of video encoding or 3D modeling or something.

You should also consider the fact that Maxwell GPUs will be out in just a couple years or less, and that will be a HUGE performance leap. I say get what's adequate for now then put the money where it really counts on Maxwell or AMD's equivalent.

Or it's incredibly cheap. I only have 16gb of RAM because it was $100 at the time.

But yeah, on a 21" a GTX680 or 7970 is overkill.

That would still mean you'd save $50 getting 8GB instead, which goes a fair ways toward something else that is more needed. It's not so much how much is spent, as whether it's spent on something needed. With gaming PCs, there's ALWAYS something you can buy that is useful, 16GB of RAM is not one of them.

On the money issue, I find regardless what's said about it, anytime the question is asked what should be bought, money ALWAYS matters, even if just to spend the excess on something additional, like a nice SSD.

there are many reviews of the new 7990's. in those review they will compare to 690 and titan.

Titan has higher average frame rates and the 690 is more stable than the 7990
Titan draws significantly less power.

7990 is 1000 bucks and comes with 8 games.

Every 7990 will include a copy of BioShock Infinite, Tomb Raider, Crysis 3, Far Cry 3, Far Cry 3: Blood Dragon, Hitman: Absolution, Sleeping Dogs, and Deus Ex: Human Revolution. That’s $335 worth of software

If money doesn't matter and no SLi, Titan is the obvious choice for me.

Why would you choose a Titan when you don't want to do SLi. As a single, the 690 card has better performance. I'd only buy a Titan so I can do a 3 or 4 way SLi which the 690 doesn't allow, and would beat in the same config with a 680 or 7970

As you don't wish do a SLi/Crossfire config (despite I'd highly recommend one with a 7970, 670 or 680), I'd recommend going with the 690, as it has higher performance as single card. And if your friend somehow decides to add a second one in the future the performance will still have a LARGE increase.
Here is proof: http://www.techoftomorrow.com/2013/pc/nvidia-gtx-titan-vs-gtx-690-performance-gaming-benchmarks/

Note: The Titan is still the best pick for future SLi , and it's 6GB doesn't have much effect compared to the 690s 4GB.
Also, the 7970 is more comparable to 670, 7970 or 680 (approx $400 price range).

Lol, the 7990 IS crossfire (and specifically said he wouldn't crossfire)! It has two 7970 GPUs on a single board and uses crossfire technology for them to work together. I don't think its a game issue but a rather physical size/cooling (that is preventing him from dual-card SLi/CF as he was considering a 690 which also is a dual-GPU SLi card.
I reckon the 690 is the best choice. He also said he wouldn't want a 7990 (which is a 3 slot card, supporting the fact it COULD be a size limit)
