It's summer here in my area so the ambient temp would be around 29-32c. But I guess that's not the only factor why I get super high temps right?
Its 29-32c in the room?

Also those corsair fans look like AF120's and NOT SP120's

If that rear case fan is a AF fan Id flip it around to blow air into the case as heat rises.
You want as much air going into the case as possible and exiting out the top is totally fine.

Here's mine, reference the fan speed vs temperature.

I dont see any reall gain to be made by setting the rear fan as an intake instead of an exhaust. any gain made to over all case temps would be negated by making it more difficult for the heat to escape. if they had a push pull configured heat sink on the cpu then i would have the rear as an intake the fan closest to the intake as a push and the one furthest away as pull. which would generally help the cpu temps. but as its a water block i don't see any benefits at all.

a side fan may be useful something like a 250mm intake. as then the cooler air would be directed more towards the problem area. and not simply blowing the rising heat in to turbulent little vortexes.
but if the gpu is getting to those temps and the back plate is hot to the touch, i would rule out case air flow. it sounds a lot like the gpu fans dont work. but apparantly they do ~2c less peak temps with 100% fan speed. it could still be bad thermal compound but it still sounds like an rma is what needs to happen.

Hmm... Ok, I'll RMA this since @fullinfusion has -20c lower temps than mine and we're using the same kind of card and cooler. Clearly this has to be a problem with my card. Btw, just out of curiosity, what can be the issue with my card why I get this temps?

well a C70 from Corsair have only 2 120mm sidespot and the OP has already changed the original window for a plain one without fan spot

True.. But I already tried playing while case is open as well as directing a stand fan towards my mobo, still temps reach 95c.. so I guess placing a side fan wouldn't help much -if it could, I would bring back my old side panel

RMA is the way to go if still under warranty since MSI is not bad at all (at last where i am ...)

your misadventure remind me one thing:
i can't wait to get my R9 290 Reference ... dahahahah ... i have a MK-26 but i think it will be too big for my future case so either i left the craptastic ref HSF or i try to find a "dead" R9 290 Gaming for "cheap" or i go Accelero Hybrid II (since it's a 190$ 2nd hand 3month of use 290)

It doesn't matter really which manufacturer tbh. All of them mess up TIM jobs and pad placement once in a while. My situation was that the thermal pads were all f*cked up and were not aligned with the VRMs. The result was that I was getting around 80C on my core and 90C+ on my VRM temps with 75-80% fixed fan speeds (LOUD). If you don't think it's worth the hassle, then just RMA it. But honestly, a decent tube of some good TIM will run you ~$7 while sending it back will definitely cost you like ~$12, if not more.

already pointed out.... but if the warranty is still running a RMA is better than changing TIM and voiding warranty.

what about if he try to change TIM and poof the problem is elsewhere :D and even if it's a misalignement or a bad TIM : then it's the manufacturer's fault and can be dubbed as faulty and worthy of a RMA

for me it's also the opposite xD a good TIM like a MX-4 cost 14chf a Priority shipping 9chf a 2 day shipping 7chf :D well ... wonderful world isn't it?

TBH I think it might be a bad card period! I see your using the newest desighn from MSI and I too was having heating problems with it.

personally id say its getting to much voltage, but who knows

I think you may be right! @Padzki post a screen shot of gpu-z with the bios number so I can check it to mine.

Now how the hell you come off by saying if you change the TIM you void your warrenty?

You better do as bit of research before posting a comment like that!

I'll help you so others can see and not be all freaked out on changing TIM!

1. I called MSI
2. I asked if removing the tiny sticker to change the TIM voids warrenty

3. This is what they said *you may change the tim/change coolers/and as long as the cooler is put back on as it was without any missing parts and the warrenty is still valid*

4. you think I'm full of shit then call MSI@ 1-626-271-1004 and the man will tell you himself

@Padzki try this when you get home. But 1st set the fans to 100%
This is my video I used to get RMA on my card. Notice it's the newer design card like yours, and the lower card is the 1st release TFIV card.

well ... my R9 270X had a little sticker on the screw with "warranty void if removed" too, oh that's a joke.

sidenote i think it's per case :D when i RMA'ed mine i asked the same thing and they said "yes it void the warranty" or it's per country... i am basing my opinion on my personal experience. (am i full of shit either?) :D

read above :D it was a MSI ;) well the RMA was handled by a different handler than MSI since MSI europe is in Netherland, so i guess it has to play something in it ....

yeah, that's terrible. Your core clock is throttling because it's hitting 94-95C which is when CCC tells it to start doing that (by default). The cooler may not be making correct contact because it shouldn't get that hot. @fullinfusion's ss above showed his 20C cooler with the fan only at like 49%.

So your options look like removing cooler to replace the TIM; if the pads are ok, you can reuse them. Or you can RMA it.

Unrelated but your 12 volt rail is on the low side. Vcore/VDDC looks fine on the 290. I bet your heatsink is malfunctioning, either bad (or even no) TIM from the factory or a bad surface finish on the plate.
