Yes, technically any clock can be changed. For example an emulator for my gmini 400 actually has the option to overclock the processor in it.

If it can't be done via software you can always swap crystals and the likes.

ive seen people overclock the psp im not sure why tho as the software is made to work perfect with the stock clocks

Actually, games run better with OC. GTA for instance runs 10x smoother at 333mhz (completely safe, the core been initially made to run at these clocks), compared at to the stock at 222mhz.

Mostly the OC is needed for higher end emulator for MAME, etc...

After upgrading old thick PSP's firmware (never had a psp, so i dont know from which to which version), processor's speed increases from 222MHZ to 333MHz.

That only depends if the game developer enabled that feature, but most games are still at 222mhz.
