My friend needs a new PC and will not spend more than $400. He wants at least a Core 2 Duo (E2180?), a dvd burner, a video card to watch movies (if built in video isnt good enough), probably 2GB of RAM, and the other essentials (psu, hdd, case, mobo, etc.). OS, monitor, keyboard and mouse not needed. Thanks ahead.

No point to get an 3850 to watch movies, only makes sense if he'll be gaming. I'd stick with onboard or get an 2400 or 2600 like boogah said for that. He also said we wants an Core 2 and a DVD burner not ROM. Good choice of case BTW

Well, I went AMD since he probably wont be overclocking (even if he does, it is a decent overclocker), similar performance CPU's. Yeah, there is a bit no point in the 3850 if he really doesn't want gaming.

Motherboard would be the only thing I would spend more on. The Sonata III is an excellent case, and has been reviewed here on TPU if you want to take a look at it. It has a 500watt Antec PSU and the case is very quiet, so it should be great for watching movies and surfing the web without having a whine in the background. Not to mention it looks fantastic and is a bargain for $100!

Actually I am now considering going amd with the 2.3ghz tri-core cpu now.

PSUs that come with cases are generally crap, i'd stick with the Corsair or go with a cheaper model.

In all honesty why not just go with a pre built? Dell sells some "ok" computers for around that price, some even come with a printer or something, plus warranty, If this was for gaming i could see why he would want to build it but just as an HTPC or something like that theirs other options

IMO

Nice AMD system on the cheap. In all honesty, however, since he knows how to build systems there is really no point to go with an OEM. i can see him doing that if was getting an office PC, but in any other case, including HTPC, building your own is the way go. He can build a much better system then a Dell can and its just fun to build your own. If he does go the OEM route, id recomend an HP instead of Dell, they really have gone downhill lately.

Avoid budget biostar boards like that one if possible. I'm using one. It doesn't like USB keyboards and won't work with P/S2 mice. A USB port died the other day and the board is incredibly picky besides. I had to reset CMOS the other day and now it's slow.

shadowfold has that exact board and hasn't had any issues with it even oc'ing but if you don't recommend it he can swap for this one i have it and i have no complaints took my phenom to 2.84ghz and clocks better than my MSI K9A2

similar to what i proposed. Though no need for a vid card, mobo has onboard, if its not enough for him, he may upgrade later. That celly is only $7 less than 2180, but with that he'll be getting a larger cache so it worth it. Id get a larger HDD also, 250GB min.

Everything on this list is free shipping. Which for me is really important now adays with shipping prices. I couldn't find a cheap case with free shipping and was already cutting it close on price. I don't know. I bought this board a couple months ago. That was before I realized how CRAP celeron D is. It was brand new. I'll probably sell it to someone who has a p4 and needs a temp board.
