The quietest fan is probably something based on an ionic breeze or something, lol.

What you're asking is very subjective.... you should also specify what kind of airflow you need, and how big the fan space is.

Plain cheap sleeve fans at low RPM generally perform as well or better than fancy expensive fans when mounted vertically. If mounted horizontally then you'll want a fluid dynamic bearing fan.

If you need higher airflow then use a 140mm cheap sleeve fan (vertical orientation). If that's not enough then use a fluid dynamic bearing fan because the cheap sleeve fans get noisy with higher RPM.

@RichF gave good advice. Howrver, we need to know what your balance of acceptability is with noise versus airflow. Which of those are most important to you? This is because most of the time (and there are a few very good exceptions), quietness and cooling are on opposite sides.

We also need to know what size fans you want, as well as what your case is so we can see what sizes it takes, and which positions already have fans.

All so depending on were this fan is going be placed a fan controller will help a load to get the desired requirement and could all so look in to 38mm fans to as they move more air at lower speeds than your typical 25mm and less typical 12 1/2mm fans

Noise scales directly proportional to airflow. Air moving by itself makes noise and when you're trying to cram said air through a metal grate, that little noise is amplified. The best compromise between noise and performance comes with using really big fans (e.g. CoolerMaster HAF cases). The little bit of motor noise is overridden by the sheer about of air moved and the noise introduced by the metal grate is lessened because surface area is expanded (less pressure, but more air).

What dimension of fans are you talking about? 80mm? 120mm? If your case only has 80mm, I'd definitely recommend a case upgrade over changing/adding small fans.

When it comes to noise, it's not all decibels... You can have two fans that have exact same decibel rating and one will annoy the heck out of you and the other one will be fine. It's the frequency at which they emit noise that also matters a lot...

sorry i didnt mention but size is 120mm, this isnt a huge deal but a color that is yellow or something that matches it like orange would be nice, airflow at least 40 cfm
