Noise scales directly proportional to airflow. Air moving by itself makes noise and when you're trying to cram said air through a metal grate, that little noise is amplified. The best compromise between noise and performance comes with using really big fans (e.g. CoolerMaster HAF cases). The little bit of motor noise is overridden by the sheer about of air moved and the noise introduced by the metal grate is lessened because surface area is expanded (less pressure, but more air).
What dimension of fans are you talking about? 80mm? 120mm? If your case only has 80mm, I'd definitely recommend a case upgrade over changing/adding small fans.
