Hi, I don't think it's a matter of 2000 GB and 1800 usable. From what I know hard disks use base 10 to count bytes and windows uses base 2. You can search like this on google: 2000 gigabytes to gibibytes and it will give same answer you posted in review.

So if Nvidia states : We have a workaround for memory distribution in this line of cards which involves tearing down some of the silicon .... Reviewer can't tell us this stuff, so the answer here is "Maybe".

Doesn't this mean that cases such as 3.5 GB = 4 GB can NEVER be publicized by reviewers under NDA ?

Haha, AMD has had a perfectly good driver for 160 days. Meanwhile, Nvidia releases drivers every week and all of them bsod on alt-tab. So...what was the problem here ?

They have it in Europe too. Why is everyone late on the reviews ? I thought this would be a great product to showcase early.
