    He wants to max his games, but spend as little as possible. There's absolutely no reason to spend $250 on a 6950 when you can get a 6870 for just over $200 - the 6870 will perform well on everything he wants to max out. The HIS card is just $204 right now.

When sitting idle on the desktop (or playing video) the temperature is usually 46 degrees celsius, when under load (playing a game, for example), it usually sits at around 60 degrees.
