Yes, at least in the section you point out Gelsinger is a bit more measured than this piece makes him out to be. While he speaks with a lot of confidence in general, he does gives credit to Jensen and Nvidia for sticking with their plan to be in the position they are.
I checked earlier and the cheaper price was actually listed (Lilicomputing also reported on it). I guess Minisforum decided it was too cheap or it was a mistake to begin with.

The larger cooler does work on for the TDP it's designed for but you do need a case that's well ventilated (if you use one) to allow the heat to escape.

I believe he was referring to the fact that like Seasonic, Super Flower will sell directly to consumers as well as continue to supply other oems. ("Them" being Seasonic in his statement).
If you go into the Power Options settings in the advanced section under processor power management, you can set both the minimum and maximum cpu percentage. I'm guessing you should be able to set it to the cpu's lowest possible speed by setting the minimum percentage at something like 10 or 20...
