I can't stress the importance of a quality PSU enough. No matter how tight of a budget is, the PSU is the one thing you spend money on. Even if it's a budget PSU form a reputed company, such as the Corsair CX Series.

I like Fractal's cases, they're good choices that are affordable and for the money they have very useful features. I'm not a huge fan of the design, I'd prefer it to be a bit less round but that's why I'd choose a Carbide for something bigger.

I don't have any experience with this board, a quick search shows a number of people having hardware problems on Newegg, I don't know to what extent they are or if it's just a few but it's worth having a look. Or he could just post on a computer forum where people have knowledge and experience...

I haven't seen any problems with Sapphire's cooling, sure the cards haven't got the nicest looking coolers but they've always performed well. Regarding the passive card posted above, I doubt it even cost more than $75, no half-height, passive card looks nice. Anyway, I think the PC looks cool...
