seriously so long as you follow the instructions carefully it should be fine, i havnt heard any stories of people having problems bios flashing for a long long time now.
Have you tried a fresh install first, if that doesnt work then yeah try flashing the bios. IMO bios flashing has an uneseccary 'bad air' about it, i've flashed the bios on my board a good 20+ times now just playing around with different settings and comparing various bioses so i wouldn't worry...
data sheets for pretty much everything are available if you know where to look, it's how a lot of people work out how to do voltmods, by looking at the spec sheets of IC's
at the moment theres not much in terms of guides for mem timings, not that many people have played with them fully. best advice i can give is have a play and see where you get.

it died a few months ago after getting some pretty heavy treatment, harmodded, vommoded, watercooled and running 500/800, i loved that card, couldnt afford to replace it properly though.
bought a 9600 a few months ago and it's a bit of a shocker really. Stock clocks are a measily 325/200 and it'll only clock to about 440/240 before it artifacts. The result is a lowly score of 11700 on 3dmark01, i was easlily getting 19k with my old 9800. This cards sucks!!!
it sounds as if the card may be defective and producing errors. To check if you can create a fresh install of windows and use the latest driver version and atitool and then check to see if the card still underclocks. It may be that there's a problem with your operating system causing the errors...
prime 95 and looping any 3dmark is the best method, i've had prime 95 run fine for hours but as soon as i try and run 3dmark it craps out so both are needed really.
you'll need to rewire some of the connections, for 7v connect the fans black wire (ground) to the 5v rail instead of ground. if you want to run them at 5v connect the fans other wire to the 5v rail.
correct me if i'm wrong but i thought cpu's did NOT work off of the 12v rail. I'm not saying that the power supply is not important but i think both of those power supplies would be more than adequite for the job.
INSTG8R you could always run the fans at 7v or 5v, i've been doing that as well...
INSTG8R i ran a 9800 from a 450w qtec for over a year with no problems and althought the rails were a bit low it never caused any problems. It's also a fairly easily voltmod to sort out the 5/12v rails on the qtec psu as well.
so in a word the qtec is fine
