It is probably a new driver issue. You are using Win 10 and it forces new NVIDIA drivers to install.

The GTX 1060 is better than my GTX 970. It only got a 3.5 out 4GB rating.

That is an older card and I would check the TIM.

It's 2017, right? The GTX 1060 and the GTX 980Ti also have 6GB of memory. I have a 980 Ti and it does fine with current games but I only have a 1080P monitor.

How did you replace the fans without removing the cooler? I'm asking because they are the same. Thermal pads, TIM and overheating come to my mind.
