when it loads up with the screen "Toshiba", little icons come up at bottom of that screen, when i press f2 and select the CD option with the Restore Disc in the DVD rom, it does nothing!

please help! i recently purchased a Toshiba Satleite Pro SPA40 Laptop and it has broken it goes on the screen where you can choose either safe mode or start windows normally, and heads over ot the Windows xp Loading screen, but halfway through that process, the screen goes to a blue error...
