I think HP Mini 311c netbook can't play GTA 4, netbook are design for simple task such presentation, word process, and internet browsing. upgrading RAM also not much help for increase performance, as long her CPU are intel ATOM and still depend on GMA 500 onboard GPU.

Your CPU was bottlenecking your GPU, because GPU still need CPU to encode Physx (even Nvidia GPU have phsyx support) your GPU will perform much better if you decide to upgrade your CPU (for LGA 775 , you can use Q9450) and sayonara to GTX 260 bottleneck :D

So your problem was "Windows" right.... :D first time i read this thread, i think your bios or others firmware have a problem.

As you can see... ATI Gpu always best for video.

This topic really interesting, but one question.... "How to do it" because unlocking GPU core doesn't like unlocking CPU core (like AMD Phenom II X2 to X4) maybe need some hardware mods, (soldering in some place, etc) and don't forget to get firmware mod.

Fermi was designed for Tessellation, so i'm not surprised when i see fermi twice faster than HD 5870 but when gaming, ATI still a bit faster than Fermi, but fermi cost more 100 bucks than ATI card. also fermi release 6 months after HD 5870
