ok I have seemed to have sorted it I changed the vsync from "use 3d application settings" - "fast", this seemed to make the game a lot smoother.

what other vsync modes are there? and in game over 200 fps, I don't know how to cap it, I have tried in the FIFA launch settings but doesn't seem to work.
