    Remounted both cards and it resolved the issue. 28C on idle 60C with a hour under full load I found 2 loose screws under the problem cards backplate holding the block to the card. Thanks for the reply's everyone

    If it were me I would buy a new quiet fan just to be on the safe side. I personally like Noctua fans but there are other more affordable quite fans. Or just pull it, stress everything on the system for at least a few hours and see where the temps are at for all the internals and the case...
