Seriously, if you formated the computer there is no chance in hell ATI tool has anything to do with, thats why you are in the wrong part. And also overclocking when you have got slightly to high has a tendency to make computers a bit sluggish, stops reactiing for short periods and so on.

First of all you should clock down, and I don´t think you are in the right forum part now.
