Both front ports are USB 3.0. Like I said I can get the same speeds in the OP on one of the ports. However, I can't write anything to the drive if it's connected to the other port. The speeds are normal.

WD Passport 1TB drive. I edited this out of the OP: I get poor USB 3.0 write speeds on one of the front ports, there are two at the front. I tried the other one and speeds are similar to the pic in the OP. I can't write anything to the other port.

I've edited the OP, the case is a Corsair Carbide 400R which does have USB 3.0 ports. The front panel ports are driven by the Intel chipset, mobo is a P8Z77-V from Asus.

I can get the following write speeds if I hook up my USB 3.0 external drive to one of the ports at the rear.
EDIT: It appears, only one of the ports is exhibiting this. The right USB 3.0 port is fine. So I guess it is fried? Case is a Carbide 400R.
Is this is a driver issue? I'm on Windows 8...
In Malaysia, we pay $500 for a GTX 670 from ASUS.
But for some reason, prices for Gigabyte and ASUS cards are inflated and yet cards from Sapphire are seem to be priced better.
Well that's because he's using a NVIDIA card. ;)
It should run better on AMD cards as this feature is clearly promoted and developed with and by AMD in mind.
