I tested the gate and source, but when I did, my multimeter would short out the mosfet and turn the fan off... so i did a bit of troubleshooting and I didn't connect the source to the diode and resistor... oops.     Yeah, it's basically two circuits turned into one. Your schematic converts 3 pin to 4pin pwm, and the 556 boosts the signal FROM the motherboard to the fans, because there are so many fans it will degrade the signal, and the fans will only run at max speed.
