Hey try this..
Put the GPU volts to the max that you want to go.
Now start at 620.
With Ati Tool, press "scan for artifacts"
Now leave that open and now go back to the core speed.
Go up by 5mhz and after 10-20 seconds go up by 3mhz, then 5mhz. And continue till you reach a point...

Getting a aftermarket aircooler wont really increase your performance at all, only temps will go down. Only if your overclock your pc.
Watercooling is only good if you plan on overclocking and its pretty reliable but expense.
I've never seen or heard of that brand and its best to stick to well known brands as there is alot of brands that arent very good.
