That's quite short-sighted way to look at it. From building to finishing the product there is a lot work to do and quality testing is actually the longest process in memory manufacturing, maybe you have just mixed two different scenarios here as it doesn't really matter is the product going...

There shouldn't be any errors at all, do what Paulieg suggested and test each stick individually. If errors disappear, try installing both modules into second DIMM slots.

EPP gives some more work to do with SPD programming but that's not what's taking the prices up. You can get XP2-6400 2x1GB from mushkin.com for $250.

XP2-8500 will be priced around ~$560. There's also a lower binned part available in 2x2GB form, XP2-6400 is rated to 4-3-3 and has a pricetag of ~$490 from mushkin.com

2.48V measured with digital multimeter? Shame on me for doing this (I should be comparing cherries to cherries), but Biostar TForce590 gave ~2.35V when 2.2V jumper was set 2-3 position. BIOS reported voltages can be way off.

Before asking for safe voltage, be sure to measure the real voltage with DMM, you never know how much boards over/undervolts. There's also a very simple voltage modification you can do for Biostar boards which has the 2.2V VDIMM jumper and it requires no soldering on board...

Just to clear few things up, but if your memory does not work with 1T at all, its not issue or problem (unless you make it one), 2T is what it says in AMD's specs.

Would be also nice if you'd add manufacturer for the TForce 590 board as well, just to cut out the possibility that people doesnt think its a DFI board. MSI K9N series has been fixed out of its issues as far as I know, there were some issues with first revisions of these boards that didnt...
