unstable cpu multiplier?!?!?!?!

the title says it all, for some reason the mulitplier is sorta unstable. It will not go down past stock which makes overclocking rather hard. Stock multilplier is set at 11x, ive tried everything under and the MOBO won't post! :shadedshu
help!?!?!?!

umm well the CPU's multiplier is locked at 11x unless you have a special ES chip... you need to raise the FSB now........

no no, you can lower the multiplier, for instance, lowering it to 10x with a FSB speed of 250 would achieve 2.5Ghz. What I'm saying is that i can no longer lower it anymore. (A64 processors are locked out of the above stock multipliers unless an FX BTW).
