For the login issue go start->run and enter in "control userpasswords2" and take the check out of the box beside users must enter a password to login.

Do you want to set it up so that it automatically logs in to that account?
start>run>regedit

from regedit...
HKEY_LOCAL_MACHINE
software
microsoft
windows nt
currentversion
winlogon (click on the folder, don't expand it)

Change the AutoAdminLogon value to 1 and add a new dword value: name it DefaultPassword and put whatever her password is in the other box that comes up.

As for getting rid of that "it is now safe to turn off your computer" screen, might be because the hardware is AT and not ATX so it doesn't support soft shutdown.

If it is an AT computer, the motherboard has no way to power the system off. Once you see that "It is now safe to shut your computer down" message, hold the power button in for five seconds.

It sounds like the power scheme it auto detected is incorrect. Check under power management in the control panel to see if everything looks normal. Also, make sure that everything looks good in the Device Manager.

The solution

To prevent that login prompt when you switch on, there's a much safer and more appropriate way of doing it than hacking the registry.

Open a command window (or DOS box) and enter CONTROL USERPASSWORDS2

This will display a User Accounts dialog box. Tick the "Users must enter a user name..." checkbox and select the account that you want to autologon. Now untick the checkbox and click ok. That's it.

As the PC is refusing to work in ACPI mode, try updating the BIOS to the latest one and reinstalling XP from scratch (blank the disc first). It's running the wrong HAL and this is the only proper way to change it to the right one. There are hacks, but you are more likely to do more harm than good and end up with a glitchy, unstable system.

And finally, that PC isn't 20 years old, it was released on 17SEP03 - it was right there in the link you posted. ;) (Click the product specs link on the HP page.)

EDIT: Duh! I missed post 4 when I posted this.
