What is it with people not using punctuation?

Anyway, you need to replace your 80mm fan. There is no 'fix'. It spins at 4000RPM's (thats one spin every .015 seconds) and as soon as its out of balance your hosed. You should replace it with a similar 80mm fan that also has a 3-pin power connector.

Lower the speed of fan, try with motherboard monitor.

Or lower the voltage of fan

Once its off balance, it will just get worst. You can't re-balance a fan. Go take some $$ from your parents, or tell them a fan in your PC is dying and when it does the whole PC is libel to BLOW UP. It's a no-brainer that you should spend $10 to prevent a CATASTROPHIC FAILURE on a machine worth $100's

EDIT: Actually just looked at your system specs. You might try disconnecting the fan and CAREFULLY monitoring your temperatures (start at idle and then if thats ok, try under load). Your system may not need a whole lot of airflow. - Had an old Celeron 850 MHz at work that ran WITHOUT at CPU fan for MONTHS! We even overclocked it to 925 and it still didnt need a fan

I agree with Mediocre on this one. Fans will only start doing strange things if they're broken and you can't fix them. WD40 will just cover the fault so that you think it's sorted but the problem will probably come back worse. Just get hold of a decent fan to replace it, they aren't expensive.

Edit:
What is it with people not using punctuation?
Amen to that!

Honestly, that thing sucks. My thermaltake fan pulls 70CFM and it was only 9 bucks.

Yeah or rig something up. That thing runs 4000cfm. That is a whole lot of spinning and air sucking (or blowing) of course it is going to be noisy. Being a double ball bearing, means one of those bearings went out. Now, I don't know if you can do it, but sometimes some fans bearing can be replaced (hope that makes sense) or cleaned and reseated. Ive done it with pump motor bearings, not saying its the same thing, but it is possible. WD40 would make things worse and probably wouldn't help you. You can get good case fans from COMP USA for like 5 bucks. Even she would do that for you.

You may have to sweet talk her or do something "else" to get it. Or work some OT at your job. Hope this helps ya out and sorry I don't have a fan that I could give ya.
