My cousin is on the edge about getting bc2 for jhis computer. He has a core i3 and a HD5450 GPU. Will he be able to run it at all?

If your frame rates drop below 30 which they will. He will not get the drop one on one. But still should be playable. Going to have to rely more on skill

I play on a PII 925 at 2.8 ghz with a 4650 gddr2 1 gig and i find it playable.

I usually play on med and I get average 45 it dips down to 20ish when buildings and stuff fall.

and i think that the i3 is a dual core, the P2 925 is a quad which almost gives a performance increase 100% in BC2

800*600 res, lowest low settings, and maybe he'll get a little bit more than 30 FPS. could also consider overclocking both the CPU and the GPU to squeeze a few extra frames.
I wouldn't get the game if I were him. Unless I was expecting an upgrade soon.

Yeah the 4650 is better. The I3 has HT which while isn't a true quad is close enough especially considering that the I3 beats all of AMD offerings in most games. But that video card is incapable of playable frame rates regardless. He should look into either a GTX 550 or a 6770 on the cheap, used or otherwise. I say those cards because obviously his budget is low and they are the most bang for the buck.

Dude, for the price of the game on Steam right now, just get it. You will be able to play the game at playable framerates through lowering the settings.

he pussed out and got it for the xbox. some sort of deal at blockbuster. 2 games for $15. so he got BC2 and Bioshock 2

Screen resolution will affect the FPS and the amount of work the graphic card has to do, so yes, it does make a difference.

That would be either impossible, unnecessary or not advisable, because the last time I saw this combo:

it was on HP pre-builts. So the BIOS does not allow OC and it has stock cooling (in the HD 5450, it's just a heatsink). So bad advice overall. Besides, the GPU is weak.
Best thing to do (if willing, of course) is to get the most powerful GPU that doesn't use 8/6-pin PCI-e power plug (IIRC, there's a HD 6850), and only if the computer is out of warranty.

Maxed out? Probably not, but it should be playable with about 15 seconds worth of tweaking. Frostbite is not the beast people make it out to be.

With that said, BC2 is best left for consoles for which the entire BC franchise was designed for. I mean, BC games are nothing more than a series of juvenile and consolified shooters riding atop the Battlefield name for obvious commercial/sales purposes.
