Well my sister would be having my current monitor (Acer X233H) so a "downsizing" is to be avoided. :p At the least, all those listed are LED-backlit, so would be better (in varying degrees) in terms of power consumption than my current one. Other factors are dependent on the models though (for example, the PX2370 is better in every other aspect than my current one; while the Philips one is slightly worse in many aspects except for power consumption).

Watching AND gaming. The budget question is a bit moot though since I've already listed the widely available (or at least enough) 23"-24" LED monitors over here, which have a wide range of prices.

I would get a monitor with an IPS LCD panel. The viewing angles and colors are way better. Not sure if any of the models you listed have an IPS panel inside or not, I would have to look that up, but most of the cheaper monitors are using TN panels. I have an older Dell Ultrasharp that uses a IPS panel (and I know the old Apple Cinema HD displays used the same panel). My roommate's have monitors that are 4-5 years newer from Acer and Hanns-G with TN panels. They can't come close to the picture quality and color accuracy of the LG.Phillips IPS panel in my Dell Ultrasharp 2005WFP.
