I'm curious what this technology is and what it's application is. I'm not really understanding it. Was hoping one of the many smart people here could dumb it down for me.

That's misleading. It's an Ethernet adapter that allows you to make network connections through your house's electrical wiring. It only provides internet if you connect one end to another device which provides internet access such as a cable modem, or the router that you may have connected to your modem.

It's a good alternative to WiFi for people who have lots of obstacles and interference which results in poor signal strength.

it uses power lines in the house so you don't have to install ethernet in old houses. installinf ethernet is better, but those work from what i've heard on here.
