It out here. Looks like it just updates Portal 2 automatically and is not separate.
When I hit Steam there was a pretty hefty Portal 2 update that downloaded.

Valve's DLC is generally free and patches automagically over Steam. Check your downloads.

True, thanks guys. I thought this new DLC will show up in DLC tab of Portal2, but it did not. Started the game, and it was there.
