It's not exact that the card will come out in January 9. That's just a rumor from the idiotic Turkish site, really. It's not like AMD announced it or something. Those kind of sites (SemiAccurate, BrightSideofNews) always make up rumors. They're a hit or miss.
Anyway, according to here, the 7950 will have a 150W TDP on 22nm:

The closest card to it with a 150W TDP would be a 6870. Let's look at how much power 6870 CF draws then.

It's built on the SeaSonic S12D platform, which is cheap to make yet a strong desing. As you can see from the review here, it's a lot of PSU for the money.
