Those are the VRMs that need to be cooled.

The priority in cooling a high-end GPU goes like this:
  1. GPU Core
  2. VRMs
  3. Memory

What about the 2 to the right of the memory on the bottom?

Those two are probably for the ram and don't pull much current but if you have the extra heatsinks go for it:) I use a IR pen and check temps of chips and see whats kick out the heat.
