Radeon HD 6950 artifacting on install

Hey guys long time no see,

My buddy just got 2 Radeon HD 6950s we wanna crossfire. So I don't know if I'm missing something here, but even just installing one card, installing the catalysts that came with the card, windows always artifacts. Windows version 7 64 bit. During the install of the catalysts there's an error installing the C++ Red. Pack. Though I looked that up and others said it runs fine after the looney installation. Whats your thoughts.

Reinstall Windows. Make sure the PSU is sufficient. Check temperatures.

the PSU is brand new, 850W. Temps are great. We can get in with safe mode to uninstall the driers. Then windows will work, and will install its own drivers. After we install the catalysts it artifacts.

Thought about hardware failure so we tested each card by itself (case clearly tried to crossfire at first off the bat) I think there's something wrong with the C++ pack it cant install. Though we had crossfire enabled at one point when we did try to crossfire right off, and it worked. Then all this started happening when we switched the monitor to HDMI from DVI

uninstall the previous driver and try using latest catalyst
and check the slot. make sure it sits tight and clean the contact area of graphic card too

gonna check ATI's site for 'em and see if theres some sort of fix or patch also.
EDIT: downloaded newest drivers and still same artifacts
