win 7 only sees 3.98gb usable memory

what memory kit do you have? is it 2x4gb or 4x2gb, if the later one, probably a bad stick. and as for the missing memory... perhaps some odd BIOS feature, or if you have two 4gb, maybe one is bad

Did you install in the right channels? They need to both be in the same coloured slots just as a btw,
like a1-a2 or -b1-b2.

Sticks should be identically paired in A or B slots

The motherboard is gigabyte 990fxa-ud3, there is no coloured slots, they are all blacks, but the memory sticks are right paired in slot 1 and 2. I upgraded the motherbord and there were no problem at the start, there were a right reading of the 8 gb ,then I tried to take the memory to 1600mhz (the memory are 2 packs of kingston blu 4 gb 1600 mhz) and the pc did not boot so I went back and leave things as they were, then the pc start to give that reading, I thought that perhaps it was the windows so I installed a new one, but the memory reading is still 6gb and 3.98gb usable.

Did you try a BIOS reset (clear CMOS)?

Sounds like you may have a bad stick though?

This board is having an identity crisis and thinks it's an X58.

I've resetted the bios and still the same, also updated the bios to f8, there is other new, but is beta

try each stick of memory by itself. Also what is the bios reporting the mem size at?

bios reporting has no information about memory,I changed the memory stick and booted with the old win 7 and still read the same

First Things First. Read your motherboard manual

check to see what bios version you have

get all successive bios versions to what you have

reset the CMOS/BIos

Update the CMOS/Bios (Not going into Windows)

Reset the CMOS/Bios again after update is complete

take the ram out of the slots, clean the slots with a can of air and a q-tip with a light amt of alcohol

clean the ram contacts with rubbing alcohol, Take caution with ESD.

allow ram and ram slots to dry,

plug ram back in, seated properly

Power machine up, go into bios and set proper parameters for the machine, such as CPU default core clock and voltage, ram clock and voltage, rest of machine.

Memory should read about 8192 MB (~8 GB)

if you can start providing screen shots or even snapshots of what youre seeing.

Run Memtest

Ya true because sometimes windows doesnt like to re-adapt to the new equipment if it was installed on other equipment- drivers are the biggest culprit.

This could be the issue, memory remapping normally, need to be enable with more than 4gb of ram ( and I think the setting say it when you go over)

hmm never needed to do what with the AsRock 970 Extreme 4 here, detects and utilizes all 8 GBs of ram, 64bit Windows 7 Home Premium.

I needed to do it even with 4GB in my case (albeit only W7 x86-64 seemed to need it, various x86-64 bit Linux distros seemed to recognise all RAM without it).

Im guessing its because of it being core 2.

I am not totally familiar with AMD setups, but, don't they have the mem controller on the cpu?

Try reseating your cpu and checking the socket and pins.
And, make sure everything is mounted correctly.
