Heres the deal.. My PC randomly shutoff one day and would not restart at all. Nothing, No post, Beeps etc. I thought the power supply went bad so I RMA'd the one I had and got a brand new one. Still nothing, the LEDs flicker on the motherboard but the system does not turn on at all, no fans, nothing. Any ideas on what the issue could be? I am close to just buying a new motherboard but I don't want to keep throwing money around if its something someone has heard of. Thanks!

There are a few things you can do before any RMA. They are:

1) Test the PSU.
2) Test that the power button is connected and working.
3) Visually inspect the boards.

For 1 you need a paperclip, and that is it. Detach all of the wires from the power supply, with the exception of one fan. Use the paperclip to bridge the green wire from the 20/24 pin connector (the biggest one) to any other black wire in that same connector. Reconnect mains power. If the fan spins up you have a decent PSU.

For 2 you'll need either a multimeter or a 9 volt light, 9 volt battery, and section of small wire. Detach the wires (power and reset) from the motherboard header. If you've got a multimeter connect it to the wire ends and set it to detect resistance. When you depress the buttons they should read almost no resistance, and when you let go the resistance should get much larger. The 9 volt battery method is similar. Connect one terminal to the bulb, the bulb to the wire end, and the other terminal to the unfilled wire end. If the bulb lights up and then goes dark you're good.

3 is the last desperate option. Make sure your heatsinks are attached, the wires are all connected, and there aren't any obviously destroyed components on the board.

If you confirm the PSU is good, the buttons work, and can't find visual issues it's time to RMA.

Edit:
Assuming you know this already, can you tell us more about the system, processor, and PSU. This question can't be answered more specifically without that information.

For step 2 I would just use a bit of metal to short out the power on pins on the mobo to check the switch. if it boots... switch isnt working.

Sounds like the board is Dead. A bad PSU could have taken it down.

Alright, I will try that with the power supply. Weird thing is, is when I unplug it the LEDS on the motherboard flicker every 2 seconds or so. I am guessing it is probably the board seeing that the supply is new.
