So the guy who built my pc with the stock cpu cooler for some reason after he completed the set up the cpu cooler it spins really fast and it should go slow right?

Do you know why that is happening ? if i know the problem he might be able to fix my problem now and i would be able to get my computer now:D

So please if you know why this is happening please tell me!

The motherboard is this one:

you mean through bios right?

You can use RealTemp or CoreTemp to check the temperature. Open the case and check if the heatsink is mounted properly.

The stock AMD coolers spin so fast it makes you nervous but it is normal.
One needs to either live with it or replace it.
Cheapest I found today:
Coolink Corator DS (€13)
or
EKL Alpenföhn Civetta (€14)

Amd

The cooler that comes with a boxed AMD processor is spec'd to provide ample cooling for that particular CPU.

I've been running the same AMD cpu with it's OEM cooler for the past 8 years and it's still running quiet and efficiently. I can reach in and lay my finger on the heatsink at any time and its barely warm to the touch. My first wife used to run hotter than that.

So what's wrong? Well it could be the fan is plugged into the wrong socket. If plugged into the case fan socket it may run at the wrong speed. Make sure it's plugged into the socket marked cpu fan.

Next, the heatsink may have been installed on the cpu chip without the necessary heat sink thermal compound. The only way to check that is to remove the heatsink from the cpu.

Thermocouples inside the cpu, monitor its temperature and signal the motherboard to run the fan either faster or slower as more or less cooling is required.

The fan running at full speed would tell me that the heatsink was improperly installed, without the required heat sink compound, or the fan is plugged into the wrong socket.

On OLD installs, when the heatsink gets clogged with dirt, the fan will also run fast.

On my own cpu cooler, I take the heatsink off of the cpu chip, once a year and disassemble the module and thoroughly clean the fan and re-lube the bearings. Then I wash the heat sink with soap and water to get it thoroughly CLEAN.
Then I reassemble the cooler module to the cpu with fresh Heat Sink Grease.

By its very design, an AMD cpu will run cool and the OEM cooler is all it ever requires.

Good Luck!

Um, what? I am sorry if some of us here don't fall into the consumer box you seem to pull your stuff out of.

You are correct in assuming that the heatsink is most likely installed incorrectly. Stock air cooled AMD's are being abused. By law, AMD's should be overclocked. Stock coolers then, are not, 'all it ever requires.'

Where on earth do you come up with this crap?

If you're the so-called Expert on this forum, then I'm outta here.

Technically he's correct that stock cooling is not for every situation, but it's splitting hairs really. The stock cooler is fine, but not for overclocking.

That AMD CPU's should be overclocked by law is BS though.

He didn't say it wasn't cooling, he said it was spinning uncomfortably fast which is true.
It sounds like the sound effect which accompanies somebodies wig flying off.
AMD have also provided various coolers over the years, even water cooling at one stage.
Regarding over-clocking, there is a difference between the need to and the possibility to. Previously over-clocking was a way to squeeze a bit more out of a max'd out chip.
The current quad+ cores don't need to be.
AMD CPUs are cutting edge technology, some Intel chips are slightly better though, IMHO, there is little to no real reason for spending the extra money on them.

It sounds like the sound effect which accompanies somebodies wig flying off.

And the most obvious reason it would spin fast is a temperature increase. That is always the first thing to check.

So what's wrong? Well it could be the fan is plugged into the wrong socket. If plugged into the case fan socket it may run at the wrong speed. Make sure it's plugged into the socket marked cpu fan.

Beside checking temperatures, ^ this may be the reason for constant high speed fan operation. @OP Check if the fan is connected to 3 pin connector by mistake. If yes, reconnect it to 4 pin connector.

Constant max. speed (no PWM):

Fan speed controlled by PWM:
