Is the MSI R9 290 GAMING 4G Twin frozr IV locked?

I pulled the pin and ordered 2 of these gpu's and now I hear it may be voltage locked?

Is this true? can you guys help me find the spec sheet on this gpu and let me know if I can unlock the voltage?
