If this twitter feed is any indication, then DX12 might be a software update of the present D3D code - specifically Xbone's current DX11.x iteration, in which case, present hardware should also be DX12 capable. If it isn't hardware dependant that would also indicate a fairly quick introduction.
If this the case, I wonder if DX12 makes it to primetime before Mantle gets out of beta.

So for the PC i'm building, I'm going all outta my way to get windows 8.1 for DX 11.2 when its not even being used? I might as well use 7 if that's the case.

GTX Titan Black supports the D3D11.2 API. Probably for the soul purpose of selling a cheaper Graphic Accelerator/Gaming Cards that didn't need the full 12 GB frame-buffer like the K40 Tesla. Anything before that doesn't support it. If you ask me, NVidia was hesitant to pay royalties for it in the GTX 780 Ti and it's predecessors. AMD's 7000 Series has had support on a hardware level for both D3D11.1 and 11.2. It eventually had full support from the software side through a driver update with the Win8 OS. NVidia mainly had support on a software level, but not the hardware level. Sadly, this is what you pay for your "premium price" in the past year with NVidia.

Both GTX 750 Ti "Maxwell" and Titan Black supports DirectX 11.2 feature level 11_0 i.e. no support for 64 slot UVA for all shader types.

Your benchmark doesn't cover real time GpGPU results return to the CPU latency and API improvements doesn't automatically solve GPU bound issues.

I would suggest he is likely correct in stating amd will be first out the gate with dx12 as the uarch Is the same as xbone simple as really.
And team green will likely be behind the blue (intel) team when it comes to full feature (or partial) support for dx12 ,,, why, because nvidia will likely want to sell the world a brand new gpu for that option as they always have.

Probably, but it's all PR bullet points for the most part. AMD were first out of the gate with DX 10.1, 11, 11.1, and 11.2, but it amounted to close to nothing in actual practical terms, and statistically, AMD have fallen further behind Intel (overall GPU market share) and Nvidia (overall discrete market share) during those four D3D iterations.

The underlining is if that trend continues adaptation for DX12 hardware is at minimal years away and game engines developed with or revamped to DX12 are years away as well.

The market has to be flooded with DX12 compliant hardware for the companies to take a interest in developing for it. Consoles don't have that issue.

All depends on what DX12 is capable of.

What difference does it make if its compliant if all the necessary features for 3d gaming are there?
